"Good governance in European regional policy is essential if such policy is to be successful. Governance must be given a greater presence at several levels, with the aim of strengthening the participation of all institutions in the legislative process. With this in mind, it is fundamental that there should be an increase in the involvement of regional and local authorities in both the pre-legislative and implementation phases of such policies. I would emphasise the fact that the Treaty of Lisbon recognises sub-national subsidiarity, not only in the sphere of regional policy, but also horizontally, which is to say, in all European policies.
I believe that with more and better participation at the various levels of decision making, the aim of territorial cohesion, based on a vision of integration, will be realised. However, a bottom-up perspective should be adopted, because it is local and regional institutions which can best understand the characteristics and problems of the regions. The Territorial Pact of Local and Regional Authorities on Europe 2020 can add to the strengthening of this contribution to the goals of intelligent, sustainable and inclusive growth. The principles of partnership and cofinancing will contribute to an increase in the responsibility of these institutions and the European Commission should see its supervisory role strengthened, particularly by improving the control and audit system."@en1
