"In 2001, the Commission submitted a proposal for a directive on the conditions of entry and residence of third-country nationals for the purpose of paid employment and self-employed economic activities. Despite a favourable opinion from the European Parliament, this ambitious proposal, which sought to establish the entry and residence conditions for third-country nationals wishing to undertake an economic activity within the Union, did not survive beyond its first reading within the Council, and the Commission officially withdrew it in 2006. I welcome the fact that the new legal basis provided by the Lisbon Treaty gives this proposal a good chance of being adopted."@en1
