"It is essential that we adopt an effective Action Plan so that we can confront the existing and continuing risk of chemical, biological, radiological and nuclear (CBRN) disasters within EU territory. Whether accidental or intentional, these represent a serious threat and have the potential to cause devastating and far-reaching effects on the security, welfare and health of the European public, as well as on the environment, our cultural heritage and basic infrastructure. Fortunately, the number of incidents related to CBRN materials, including acts of terrorism, has been relatively low.
This Action Plan shows the need for a comprehensive and transnational response, since the effects of a CBRN disaster know no borders and such a plan should be based on the following elements: prevention, detection, and preparedness and response. It should also ensure effective interaction between national and EU initiatives in order to tackle CBRN risks and prepare capabilities to respond to and limit the consequences. Like the rapporteur, Mrs Gomes, I have no doubt that we need to adopt an EU Action Plan but I regret the fact that the Commission has not been more ambitious, because the proposed Action Plan shows a lack of strength and coherence on certain matters."@en1
