"I voted for this report because through his work, the Ombudsman is helping European institutions to adopt transparent decisions which can be accessed by all citizens and legal persons. The entry into force of the Treaty of Lisbon increased the democratic legitimacy of the Ombudsman thanks to his election by the European Parliament and extends his remit to include the common foreign and security policy and the activities of the European Council. Transparency, access to information and respect for the right to good administration are vital preconditions for maintaining citizens’ confidence in the institutions’ ability to assert their rights. The most common types of alleged maladministration were lack of transparency. Therefore, it is essential to ensure that citizens receive prompt and substantive responses to their enquiries, complaints and petitions. The European institutions and bodies must provide citizens with the information they require. I welcome the collaboration between the European Ombudsman and ombudsmen and similar bodies at national, regional and local levels in the Member States."@en1
