"I voted for this resolution which assesses the work of the Joint Parliamentary Assembly of the African, Caribbean and Pacific group of states (ACP) and the EU in 2009. The work of this assembly is particularly important, strengthening democratic processes in these countries, and therefore I agree with the observations made in the resolution that we need to closely involve parliaments in the democratic process and in the national development strategies. I believe that the revision of the Cotonou Partnership Agreement will help address the new changes that have come about in the decade since this agreement was first signed and will increase participation on the part of national parliaments, civil society and the private sector in those countries’ political and economic life. I also agree with the proposal that the European Development Fund should be incorporated into the EU budget in order to increase the consistency, transparency and effectiveness of development cooperation policy and guarantee appropriate scrutiny."@en1
