"Madam President, a fundamental element of the system of management of the common agricultural policy is supervision. The costs of building and maintaining the systems of management and supervision, as well as the costs of the administration of these systems, place a significant burden on the budgets of Member States. On the basis of experience to date, it can be seen that the complicated criteria of access to help, and their constant changes, give rise to many kinds of problem at the implementation stage, not only for farmers, but also for the administration itself. The future CAP must be understandable to farmers, but also to taxpayers. Without further simplification of the CAP, this will not be possible. It seems that every time we try to reform the CAP, we create increasing amounts of bureaucracy. I also appeal to Member States not to add further and often unnecessary regulations to EU guidelines. I propose that in future, a claim for payment should cover the entire budgetary period. It should be submitted for a two-year period, but, of course, it should be possible to submit amendments."@en1
