"Madam President, on behalf of the Green/EFA Group, I congratulate the Commissioner for coming here this evening and I congratulate colleagues, and Mr Ashworth in particular, for the original resolution which has spurred tonight’s discussion. Commissioner, I would refer you in particular to paragraphs 52 and 53 of the original resolution on transparency of penalties. I think that domestic mischief-making aside, we do have a difficulty across Scotland, and across the EU as a whole, in how our farmers perceive the transparency of enforcement, particularly of cross-compliance. I think that going forward, we need a far greater degree of clarity in terms of what is required and expected of farmers and what the consequences of non-compliance are. Going forward as well, we also need to see a greater degree of understanding, a greater degree of flexibility. Much as I appreciate that you have to deal with the regulations as they are written, we are here to rewrite the regulations – and that is what we are looking forward to doing. There is a world of difference between accident and fraud and presently, as things are implied, farmers are treated more or less the same way in either case, when there is a world of difference in the real world as to how that works. On paragraph 66, in particular, going forward, I would be very grateful for an indication from you, Commissioner, of how you view the call from us for a three-year moratorium on EID – electronic identification of sheep – cross-compliance penalties. We in Scotland are trying to make the technology work, but it is very far from perfect and it would just rub an awful lot of salt into an existing wound to see a non-proportionate approach taken in the cross-compliance of the EID regulations. We are trying to make it work and we have heard you will flexible. I would be grateful for a reassurance tonight that that will be the case."@en1
