"The dispute among the institutions centres around what part of the fisheries management plan is related to setting the TAC, and therefore is the sole responsibility of the Council. A few Member States think that Council alone should decide the whole plan, but that view is not widely supported, not even by the Council’s legal service. Most feel that the mathematical rule that sets the TAC should be decided by the Council, rather than by codecision. On 1 December 2009, the day on which the Lisbon Treaty entered into force, the Committee on Fisheries had an ‘indicative vote’ on the amendment that had been tabled by Mr Gallagher and others, but we did not proceed to the final vote on the draft report as amended. The aim was to give the rapporteurs (Mr Gallagher on horse mackerel and Ms Bilbao Barandica on anchovy) a political mandate to negotiate with the Council. Finally, after almost a year of dithering on the part of the Council, the Committee on Fisheries decided to proceed to a full vote in committee to put pressure on the Council to move."@en1
