"This debate on the situation of anchovy stocks and the recovery plan is, as has been said, a turning point, both for the species and for relations between the Council, Parliament and the Commission. On this issue, our group has supported the precautionary proposals made by the Commission from the start, especially as regards: 1) the exploitation rule, (which we advocate should not be greater than 0.3); 2) the fact that the total allowable catch (TAC) should take into account live bait; and 3) the fact that any reduction of the TAC, if it is deemed necessary, should be a minimum of 25%. These three issues were finally accepted by the majority of members of the Committee on Fisheries, and I trust that this will be the case when we vote in plenary. This is clearly a paradigmatic case, and I trust that we will have learned our lesson, and that for once, we will act like holistic doctors who cure, instead of acting like forensic doctors."@en1
