"We live in a global economy, where competition is no longer represented by local, national or European businesses. Our businesses, researchers, scientists and universities all find themselves having to compete on a global level with markets that have enormous amounts of resources available to them, often with very much lower costs than our own. Therefore, we need to invest more in innovation and research and less in largely unskilled manual labour, as our costs will never be competitive with those of the new economic powers. We need to create new, high level positions, promote sustainable mobility, improve education and technical skills and coordinate them with the needs of the labour market. I hope that the next framework programme makes all necessary resources available to ensure that the European Union is a leading light in this sector, that it is always at the cutting edge, and that it is able to attract resources and human capital. This is truly the challenge for the years ahead."@en1
