"Research and development are crucially important to achieving the goals to which the European Union has committed itself under the Europe 2020 strategy. European programmes in the field of research and innovation have been increasing significantly in recent years, both in terms of applications made to them and in terms of their budgetary allocation. However, it is difficult for small and medium-sized organisations to handle the complexity and bureaucracy inherent to these programmes. Accessing the programmes and preparing proposals are still very difficult, especially for those new to them; the administrative burdens for administering projects and accounting are considered too high; and the average time between the awarding of the subsidy and payment remains too long. The mechanisms involved in the research framework programmes therefore urgently need to be updated and simplified, in order to simplify the monitoring of the projects’ financial and administrative aspects while reinforcing the process of scientific and technological evaluation I welcome the European Commission’s initiative to reverse this and congratulate the rapporteur, Mrs Carvalho, on the excellent work she has done in proposing concrete measures to improve the current system."@en1
