"− With today’s vote we have taken steps to align two important legislative instruments with the Treaty of Lisbon. I refer specifically to the proposal for a regulation of the European Parliament and of the Council amending the Regulation establishing a financing instrument for development cooperation (DCI) and the Regulation establishing a financing instrument for the promotion of democracy and human rights worldwide (EIDHR). Technical amendments have been tabled in order to allow the costs of taxes and charges relating to the financing of common actions in these fields to be financed from the budget for the two instruments. Until now, in fact, there have been no exceptions to the principle of non-eligibility of such costs. To conclude, I would emphasise that these amendments have a great practical impact, in that they will enable EIDHR and DCI projects to be implemented with greater flexibility than at present."@en1
