"The draft report on the revision of the framework agreement on relations between the European Parliament and the European Commission aims to achieve the institutional balance between Parliament and the Commission advocated in the Treaty of Lisbon. Although the interinstitutional agreements do not alter the enactment of primary law, in this case, they clarify relations between EU institutions. The final version of the proposal is, according to the rapporteur, a balanced compromise between the views and positions of both institutional parties, whereas the trickiest negotiations were in the EU’s international relations. Parliament should be fully informed so as to facilitate the awarding of consent, and so that we do not once again have a lack of international agreements. Negotiations on them have already been completed.
Parliament acquired new powers from the Treaty of Lisbon for the better and closer monitoring of the transposition of EU legislation into national law, and its application, which is very welcome. Common European legislation does not mean much if certain Member States fail to implement it at national level. I agree with the wording of the report, and I will vote in favour of its adoption."@en1
