"The European Parliament has proven to date that it clearly supports both the establishment and the swift commissioning of the European External Action Service. I think that the compromise reached with the Council on Parliament’s rights is a satisfactory compromise for all concerned. It makes sense and we need to have activity reports from the heads of the delegations during hearings before the competent parliamentary committee during the procedure of exchange with the Council. The EEAS also needs the same internal auditor and authorising officer as the European Commission for the purposes of financial control. Finally, it is important that the Member States have committed to fully supporting the EU in the enforcement of any budgetary liability of temporary servants and in agreeing to create separate lines for CFSP expenditure, at least for major missions. We feel that the compromise achieved will help enormously in achieving more transparent, sound and effective administration of spending by the EEAS under the Community budget."@en1
