"I support this report which seeks, in light of the EU’s commitments to achieve the Millennium Development Goals and halve extreme poverty by 2015, to address the most pressing health problems in sub-Saharan Africa and the question of what systems can be put in place to do so.
The report examines how universal, accessible and affordable health care systems can be set up and how we can share best practice from the European experience. In particular, the report looks at mutual health organisations which have already been established and proven to work effectively in several African states.
Mutual health organisations are not intended to take the place of the state; rather, they offer an alternative, enabling the obstacles to health care access to be overcome and providing improved access to quality health care for all citizens regardless of their income. Indeed, they have been able to tailor insurance provision to the socio-economic characteristics of populations in an informal economy which remain excluded from formal schemes and commercial insurance, and, as a result, they are an appropriate solution for achieving the goal of universal coverage in low- and middle-income countries."@en1
