lpv:translated text	"Mr President, the European Social Fund is a tool, a basic tool with which to build a better Europe, so that we can forge the solidarity of peoples and states. However, like every other tool, it is very important that we think about how we should use it. Commissioners, ladies and gentlemen, if we imagine the European Social Fund is a hammer, we can use it to hammer in the nails which will keep the European construct stable. If, however, we are careless and this hammer drops on our foot, then we shall be able to walk no further. I have used this metaphor to illustrate that, even if we create the best construct, the best infrastructure, if we forget that we are building it for the citizens of Europe, then we shall have failed. The European construct must be stable if people are to live and prosper in it, working in decent jobs with real future prospects. Commissioners, please never forget that the basic investment of the European Social Fund is man."@en1
