"I fully agree with the authors of the report that maintaining biodiversity is not only an ethical obligation, but that it also has ecological and economic value and is of crucial significance in mitigating climate change. I think the proposals for modification of the Nature 2000 programme are just what is needed.
This applies, in particular, to those which place emphasis on creating resistant ecosystems which can react to stress and which fulfil valuable ecosystem functions, and not only to those which concentrate on the protection of habitats and species under the programme. Something which also needs to be understood is the perspective of Member States which are undertaking large infrastructural projects. Working out a sensible compromise between environment protection and infrastructure development is the need of the hour. Development must not take place to the detriment of nature. Nature, however, must not prevent development."@en1
