"Madam President, condemnation of what is going on in Iran is extremely important as it is saving people’s lives, but it is also a signal which reaches the opposition and gives it the strength to act. We have to protect individuals. I think we need to have a detailed debate on what to do to be more effective. We announce various resolutions, hold debates, Mrs Ashton undertakes various measures, but there is no response. If we want to be seen by the world not only as defenders of certain values, if we want to ensure that human rights are not broken, and if we want to be seen not only as noble but also as effective in what we say, we have to have a separate debate on the types of action we should be involved in now and how we can be effective."@en1
