From the outset, some aspects of the creation of the European External Action Service have been unclear and controversial. We should examine with some concern the possible contradictions that may emerge between the activity of the future EU diplomatic service and that traditionally carried out by the Member States. Will the Member States no longer be free to define their own foreign policy? It may not be an imminent situation that I am expressing concern about, but it is still worth asking ourselves what impact the creation of a European service such as this will have in the medium to long term. To put it clearly: if the idea is basically to emulate the US model, whereby foreign policy is managed directly and exclusively by the federal government over the heads of the 50 states, then it ought to be remembered that the US Government is elected by the people, and every four years its foreign policy is granted democratic legitimacy, which the European Commission, the European Council – and even the future European External Action Service – do not have. Therefore, by voting against the Brok report I am expressing my preference for an intergovernmental European foreign policy, since relying on the Common Foreign and Security Policy (CFSP) at European level would not guarantee the supranationality of the decisions taken in such a sensitive area."@en1
