"Mr President, I voted in favour of the report on the European External Action Service because I know that this is the result of the Treaty of Lisbon, the Reform Treaty. Despite that, I do have a few questions and concerns regarding this new service. Right back in the early days, when it started to be put together, they said that it would be costneutral. Now, however, we all know that it will cost European taxpayers a great deal.
Obviously, the High Representative needs resources. Nevertheless, when we are establishing new institutions, new systems, it is always worth stating at the outset what they are all about, to avoid the impression that we are moving forward on the basis of what might be seen as white lies.
What worries me about this is that the large Member States will have an even greater say in affairs as a result of this service. That is why I hope that when people are chosen for various positions in the service, the whole of Europe might be fairly represented and that the European national parliaments can also have a role to play in it. In this way we could ensure that the service operated in a more equitable fashion."@en1
