"Mr President, first of all I would obviously like to thank our rapporteur, Mr Lyon, with whom I believe we all worked on the basis of mutual agreement to try to move forward, and I would like to say briefly, in just a few words, that the evidence is there for us to see. The evidence is that, today, Europe is a net importer of agricultural raw materials. We must have an ambitious agricultural and food policy so that we can ensure that our citizens’ food needs are met. Furthermore, today we have a CAP that must be reformed for three reasons. It is a CAP that is unfair, economically, socially and environmentally. Economically: the amount paid to producers is less than their production costs, and the CAP must allow for this problem to be resolved. Socially: aid is unfairly distributed between countries, regions and farmers. Eighty per cent of aid is allocated to 20% of farmers.
