"The EU has already put its name to many environmental and animal welfare instruments. Mostly, there is a lack of implementation and monitoring, as with fishing quotas, for example. The conservation of ecosystems for the benefit of future generations must be a key concern for the EU, even when aquacultures can, given certain prerequisites, present a benefit to the environment. Generally, what matters is to preserve a sensitive balance between environmental protection and animal welfare, on the one hand, and the economy, on the other. With this report, the EU would become a full member of the Protocol on Integrated Coastal Zone Management. EU Member States with access to the sea are already ICZM members, however. Since this comes into conflict with considerations of subsidiarity, I voted against it."@en1
