"I would like to express my solidarity with the regions affected by the disaster, and offer my deepest condolences to the families of the victims and I take note of the serious economic impact on the region. In these situations the European Union Solidarity Fund must be quick and flexible. Therefore, I regret that the Council has blocked a proposal in that regard, which Parliament had approved by an overwhelming majority at first reading in May 2006. I also advocate the need for Member States to comply with the requirements stipulated in the Floods Directive, and to review the planning, land use policies and best practices in the light of the increased risks of flooding stemming from the way land, habitats and drainage are managed, and to increase the capacity of flood-control and drainage infrastructure in order to limit the damage caused by extreme rainfall. The Member States and the regions affected by the natural disaster must pay special attention to the sustainability of the respective reconstruction plans."@en1
