"Ladies and gentlemen, undeniably, we must continue and develop our cooperation with Russia, but the new European Union partnership agreement must be much more precise and legally binding. Cooperation in the area of modernisation must be bilateral and proportional. As the coordinator of the Subcommittee on Human Rights, I should like to emphasise that in almost all of the 115 cases brought against the Russian Federation before the European Court of Human Rights, Russia has been found guilty. Regardless of the fact that the guilty parties have occasionally been identified by name, they have not been brought to justice, and no compensation has been paid to the innocent. Quite the contrary. This year, for example, a USSR army officer, V. Kononov, who, in 1944, pitilessly murdered and burnt alive peaceful Latvian villagers, including a pregnant woman, and who was found guilty of war crimes by the European Court of Human Rights, was awarded a decoration by Russia. What is more, prominent Russian politicians even issued threats against the European Court of Human Rights in this connection. This illustrates the differing conception of human rights between us and Russia, and these questions must definitely be resolved in the new agreement. Thank you."@en1
