"Discussion about the Europe 2020 strategy must take account of the experience of the previous strategy. We all know the failures of that strategy were caused, firstly, by basing the strategy on the responsibility of individual Member States in the open method of coordination, and the successes came, among other things, from ‘Lisbonisation’ or the inclusion of certain of the Lisbon objectives in Cohesion policy.
In relation to this, we have to ask how to approach the new strategy. It now seems absolutely crucial, firstly, to show clearly that we are dealing with ‘treaty’ policies, which are not policies prepared for the purposes of a strategy, but operate over a longer time scale, such as Cohesion policy. This means we need to use individual policies to put the strategy into effect, but the strategy, as previous experience shows, will only be successful if individual policies are integrated with each other. All measures which separate individual policies, split up funds and divide roles will end in the same failure as the last strategy. Therefore, we need to combine, integrate and produce actions associated with synergy."@en1
