"The problems experienced by Greece and the euro area make for a serious situation, which calls for a structural approach. The proposed EU 2020 strategy aiming to contribute to economic growth and employment seeks to provide this. The strategy rightly covers healthy public finances. However, the initiative will be useful only if two conditions are met. Firstly, the functioning of the Stability and Growth Pact needs to be strengthened so that this kind of situation does not recur. It is not just a matter of structures and rules, then, but of mentality. The crucial point is that Member States meet their budgetary commitments, as I pointed out during a conference in Athens last week. It is to be welcomed that Member States are to call each other to account more intensively in a Council context regarding the structural reforms needed to put their public finances back in order. As far as I am concerned, strengthening of economic coordination ought to cover this. The second condition I wish to draw attention to is the undesirability of the European Union turning its attention to the policy fields of social affairs, employment and social cohesion. Objectives in those fields cannot be enforced at European level; and rightly so. We saw in the case of the Lisbon Strategy that such an approach does not work. Here, too, it is true that it is in restraint that the master is revealed; the European master."@en1
