"We spend 50% of our lives in our homes. Today, 30% of existing homes in Europe are unhealthy, even if there is a great disparity between the different Member States. It is therefore important not only to promote new sustainable buildings, but also to carry out sustainable renovation. I welcome this new legislation, which will help consumers to reduce their energy bills and the whole of the EU to achieve its climate objective of reducing energy consumption by 20% in 10 years. The Member States will have to adapt their building regulations so that all buildings constructed from the end of 2020 comply with high energy standards. Existing buildings will have to be improved if possible. For the Democratic Movement, the housing issue is also one of urbanism and build quality. We must give priority to the way in which our homes are designed. We must therefore encourage the rehabilitation of our building stock, for example, through a modulation of property taxes depending on the energy performance of buildings. We therefore call on the Member States to establish a tax system that is reoriented to encourage all the parties involved to behave in a more environmentally responsible way."@en1
