"This report throws a little light on the social and environmental standards that we must be able to integrate into invitations to tender; it also proposes recommendations to facilitate SME access to public procurement markets. Nevertheless, it has a major shortcoming on account of the explicit absence of any reference to the necessary adoption of a legal instrument specifying the definition and the status of service concessions at the time of the recast of the public procurement directives. We cannot settle for the current case-law of the European Court of Justice on public service concessions; the need for a framework directive on services of general interest is keenly felt. Legal clarification is essential, for everyone’s benefit. That is why I abstained from the final vote on this report."@en1
