"Madam President, Mrs Jiménez García-Herrera, Commissioner, ladies and gentlemen, these days, people are often denied the right to have a transplant. The denial of this right is perhaps the most problematic condition as far as social welfare is concerned, not least on account of its psychological consequences, and yet there remains a chronic discrepancy between the number of people on the waiting list and the number of patients who receive a transplant. Moreover, the donation procedure is very sensitive with regard to health and legal issues, and is often weakened by procedures that are generally cumbersome and slow, when instead we should be reinforcing the welfare response. The European Union must therefore commit to ensuring real solidarity and voluntary action that does not make the procedures any less rigorous, by improving the professional nature and the culture of donation itself. Adopting common quality standards is therefore a definite step forwards, which must be viewed favourably as part of a goal to which the World Health Organisation can contribute further."@en1
