"Madam President, I would like to congratulate everyone on this initiative, because it means improving the life expectancy of many people and making solidarity and fraternity into something more than just words.
The Basque Country – Euskadi – has the world record for organ donation. In 2009, we had a rate of 38.5 donations for every million inhabitants. This means that every year, we carry out 60 kidney transplants and 30 liver transplants for every million inhabitants. In the United States, the figures are 54.7 and 21.4; in Europe, they are 35.1 and 13.4; and in Spain they are 48.8 and 24.6.
This success is due to the protocol used in hospitals in order to secure donations and a process of organisation and awareness raising, which are the two ideas that we need to support. It is also due to the work begun in 1986 with the creation of the regional transplant coordination system: another example of how the regions can make their contribution to Europe."@en1
