"Mr President, ever since the end of the Second World War, it has been important to us Liberals to emphasise the transatlantic links between the US and Europe and to highlight our cooperation in various areas. However, as in all partnerships, complications and difficulties can arise, and we have to overcome these. One of the trickier complications has been the issue of people’s legitimate right to personal privacy. I believe that as time goes on, it will become very clear that Parliament did the right thing in rejecting the temporary SWIFT agreement. The EU must be characterised by democracy and transparency; we, the elected representatives in this House, are an important part of this. The procedures surrounding SWIFT left a great deal to be desired in this respect. Parliament has stated quite clearly what we demand in order to approve a new permanent agreement. The criteria are listed in the resolution that we are dealing with and debating today, and once these requirements are met, I look forward to a new vote. There remains a conflict of interests between security on the one hand and the right to privacy on the other. Let us now put the past behind us and work confidently towards our central aim, of which a new permanent SWIFT agreement is an important part: namely the security, protection and privacy of the citizens of Europe."@en1
