The issue is therefore not that you asked your partners to publish the reports for Parliament; you have to do so, because otherwise, Parliament will never say ‘yes’ to you, because you are now bound by the Treaty of Lisbon.
Under the Treaty of Lisbon, therefore, you are now obliged to be transparent with Parliament, because in the end, you have to have a ‘yes’ from Parliament, and that is not a certainty, given the state of the negotiations and of the text with which we are dealing."@en1
