"Mr President, ladies and gentlemen, I am sure that this right of initiative granted to European citizens by the treaty will help bring the peoples closer to Europe and to the European institutions to a greater degree than the costly awareness campaigns funded by the Union which, hitherto, have produced modest results: electoral turnouts confirm this.
This initiative certainly further strengthens democracy, since it allows citizens to propose laws directly. In other words, it is a form of direct democracy which complements parliamentary representation.
We must not let this opportunity slip through our fingers. The Commission must make this right of initiative straightforward, understandable and accessible, and assist and support citizens from the initial stage of the process through to the signature collection stage, for example, by determining the admissibility of their proposals. This is a practical contribution to European democracy."@en1
