"The general condemnation of Parliament regarding the suppression of information by the Commission relating to the ongoing negotiations on the Anti-Counterfeiting Trade Agreement (ACTA) and the limitations which, by proceeding in this manner, the Commission has attempted to impose on scrutiny and democratic control, have been quite clear. For this reason, we believe it to be important that the resolution points out that the Commission ‘has had a legal obligation to inform Parliament immediately and fully at all stages of international negotiations’. Democratic and transparent procedures in the conduct of negotiations are required, as well as public debate on their content, something which we consider to be positive. Furthermore, we emphasise the argument for the need to respect ‘fundamental rights, such as the right to freedom of expression and the right to privacy, while fully observing the principle of subsidiarity’, as well as the protection of personal data. That is why we voted in favour."@en1
