"I wish to congratulate Mrs Patrão Neves on her excellent report on the reform of the common fisheries policy. The countless problems and challenges with the CFP were identified back in 2002, but have now been exacerbated by the economic and energy crises and by the damaging effects of climate change. If the CFP is to serve the interests of modern fisheries, it needs to introduce a set of thorough changes which will ensure a fair balance between the preservation of resources and the viability of the sector, opening the door to new management systems for the different types of fisheries within the EU. I welcome the concern to decentralise and de-bureaucratise the CFP, and to regionalise fishery management within the limits set by the Treaty of Lisbon, and also the need to ensure that treatment is tailored to small-scale coastal fisheries and industrial fisheries, whilst respecting environmental, economic and social requirements. I would also stress the protection of the interests of Community fisheries. However, these require appropriate monitoring by national governments, which should make fisheries a strategic priority in order to ensure the economic and social viability of coastal communities."@en1
