"I think that in the light of our discussion, we should go back to what Mrs Malmström said at the outset – Georgia needs a new and extensive openness from the European Union. This should comprise macrofinancial assistance along with the rapid and immediate commencement of talks, as far as this is possible, on an association agreement. It should also comprise the commencement of talks – this is my third point – on visa facilitation, and, finally, we should enable Georgia to guarantee its security by opening up the way for it to join NATO. I would like to put a rhetorical question to Mrs Ferrero-Waldner: do you not wonder why almost all the speakers have drawn attention to the matter of the Sarkozy Plan? Please answer this question. Please tell us why, neither in your initial speech nor in your further statements, nor in Mrs Ashton’s statements, has no one heard an answer in the form of a simple assessment of whether the Sarkozy Plan has been implemented or not? Is it really the case that the most important institutions of the European Union are not worthy of a clear statement from you on this matter?"@en1
