"Mr President, ladies and gentlemen, in my view, we MEPs owe it to every tax-paying European citizen to monitor with the appropriate attention the proper, justified and legal use of their taxes in the European Union. We owe this to every tax-paying European citizen, regardless of their nationality. Fellow Members, I believe that the European Court of Auditors carried out a thorough, professional job when they drafted their 2008 report. I would therefore like to thank President Caldeira and every member of the Court of Auditors. I also think that suitable technical cooperation has developed between the European Court of Auditors and the European Parliament’s Committee on Budgetary Control, thereby guaranteeing that Parliament can perform its monitoring task in an appropriate manner. Credit is also given to Commissioner Kallas for the definite improvement which can be noted over the last few years in terms of the European Commission’s financial management activities. At the same time, I agree with my fellow Members who say that the Court of Auditors’ report contains not only positive points, but also downright appalling and alarming ones. Those items which we must definitely mention include the fact that the Court of Auditors had to declare that the error rate for the use of cohesion funds was 11%. In my view, in order to rectify the errors, we must establish without fail exactly who was responsible for what omissions, when and where, so that we can guarantee that we rectify these errors for the next time."@en1
