"I abstained from the vote on this final version of the telecoms package because it is unsatisfactory. It is, however, better than nothing. It does not protect internet users from the abuses of freedom-destroying laws such as the first version of the Hadopi Law in France, or from the wrath of administrative authorities duly authorised to carry out such abuses. Nevertheless, it does give internet users legal means of defending themselves. It is, unfortunately, alarming that it has come to this: that we should have to rely on the European Union, which could not care less about what the citizens think and of which the vast majority of acts are essentially aimed at satisfying the interests of lobbies of all kinds, to provide Europeans with a minimum level of freedom of information and of expression."@en1
