"Mr President, Commissioner, in your response, you are actually talking about the outcome of a second report in autumn 2010, of a third energy package, which will be monitored closely.
In the meantime, you know full well that thousands of complaints lodged with consumer organisations and national regulators concern the total lack of transparency of gas and electricity bills, in terms of both prices and of real consumption. This, at a time when the Commission and the Member States alike are emphasising in their energy plans the need to reduce consumption and the possibility of comparing prices with the aim of potentially changing supplier. This was the main objective of liberalisation.
Therefore, Commissioner, I will get straight to the point by asking you what measures – and I use the plural here – the Commission intends to take in the short term to deal with these shortcomings. I would also point out that the Commission has rejected an energy consumers’ charter proposed by Parliament – it was Mrs De Vits who proposed it – which you yourself had previously recommended."@en1
