"Mr President, we will probably return to this subject in six months, when we will find ourselves facing the same problems. On the one hand, it will be important for us that the police and Europol work as effectively as possible. On the other hand, we must always remember that we are also dealing here with matters of human rights, and very often with matters of sensitive data.
The same work will be waiting for us, and so in relation to this, I would like to call attention in particular to Article 15 of the Council Decision adopting the implementing rules governing Europol’s relations with partners, including the exchange of personal data and classified information. For I would like to draw attention to the fact that we are talking, here, about very sensitive data, and we are saying that transmission of such data shall not be permitted unless strictly necessary. We need to think about who is to decide what is strictly necessary, because this is an extremely significant question."@en1
