"The European Conservatives and Reformists Group also happily endorses the transitional procedural guidelines on budgetary matters, but with the fairly significant addition that we too would not want the transitional procedural guidelines on budgetary matters to become permanent. On the other hand, we think that a transition between two different systems is necessary so that transitional procedural guidelines need to be drafted. This does not necessarily leave the process open to the danger of superfluous reallocations. In fact, we must avoid the situation in the future where reallocations are made every week and every month. This is why it must be stipulated in the permanent guidelines that such reallocations cannot be made any more than twice a year so that we can preserve the budget’s unity, stability and transparency."@en1
