"The creation of the European External Action Service and a successful start to its operation will mark a major political success in the European Union on its way to achieving the goal of having a proper European common foreign and security policy. This would allow Europe to truly speak with one voice. It will be possible to provide an answer to the famous anecdotal question asked by Henry Kissinger: ‘Who do I call if I want to call Europe?’ because Europe’s telephone number will be the telephone number of the High Representative of the Union for Foreign Affairs and Security Policy. At present, in order to find out what Europe’s position is, we need to know 27 telephone numbers, one for each Member State. It goes without saying that for this service to be able to start operating, the prospective High Representative must submit here in our Parliament his or her proposal for setting up the service. I also hope that this person will take into consideration Mr Brok’s report and will have an equal and fair representation of all Member States, in particular, new Member States."@en1
