This resolution is rather unfavourable, and we should applaud the fact that it makes political dialogue expressly dependent on progress in terms of human rights and internal freedom. In this area, the regime still leaves a great deal to be desired, particularly in terms of freedom of speech and opinion, the freedom of the press and the freedom of the democratic opposition and the media.
There is, however, too much evidence that the regime’s recent concessions are merely part of a cosmetic operation orchestrated by President-Dictator Lukashenko for the benefit of the outside world. It is far too early to be entering into any kind of normal dialogue with Belarus."@en1
