Mr President, I, too, welcome the fact that, with the alternative resolution, we have succeeded in assigning the Commission the task of submitting a directive on the liability of general undertakings throughout Europe. The basis of this resolution was the Lehtinen report, and therefore much of the work carried out in the committee and by the Groups, the Group of the Alliance of Liberals and Democrats for Europe, the Socialist Group in the European Parliament and ourselves, the Group of the Greens/European Free Alliance, has gone into this decision. Just how important this is can be seen from the fact that cheap labour can be found on building sites all over Europe and it even jeopardises safety, as shown by the example of the Finnish nuclear plant, where safety standards were not met by subcontractors. We therefore urgently need a European directive, because the laws in the eight EU Member States that have general undertaking liability, although very effective, stop at the national border. If the present Commission does not issue such a directive, we Greens are firmly resolved to make this a matter of principle when the new Commission takes office, as we want safety for citizens and a minimum standard for workers. This is only possible by means of a European statutory regulation, a liability scheme for general undertakings. I hope that the Commission will comply with our request and submit a directive. Otherwise, we need to question whether it is still worthy of its office."@en1
