"Mr President, the European Investment Bank and the European Bank for Reconstruction and Development are two extremely powerful institutions that can help regional development both within the European Union and in third countries. This is particularly evident today with the financial crisis and the resulting restrictions in access to investment loans.
When the majority of banks were drastically cutting back on loans to countries neighbouring the EU for their financial programmes, both of the above banks were vigorous in promoting investments in transport or the environment.
At the same time, the European Investment Bank is a major source of loans and loan guarantees for the European small and medium-sized enterprise sector. In the present difficult times, this constitutes invaluable support for entrepreneurs. What is also important is that the six priorities implemented by the European Investment Bank include ensuring sustainable and secure energy competition for the European Union."@en1
