"I am encouraged that the Foreign Affairs Committee and the Commission are confident that negotiations for Croatia’s accession to the EU can be concluded this year. Croatia has made good progress in adopting the Community acquis, the anti-corruption body USKOK has intensified its work and legislation has been introduced to reform the Croatian judiciary.
However, this is tempered by the knowledge that cases remain where the ICTY has been unable to access certain documents relating to alleged war crimes, and further attention must be given to minority rights such as the status of the Krajina Serbs and refugee return.
Enlargement is one of the great successes of the modern European Union. Having integrated many European nations ravaged by the Cold War, we must now do the same for the Western Balkans. Croatian accession is the first crucial step."@en1
