"The contribution of the Cohesion Policy is becoming even more significant in the context of an economic crisis. The banking sector, closure of production capacity, lack of fresh money and the contraction of the labour market are basic problems for Member States. Until now, the Cohesion Policy had its own financial instruments, but the crisis is forcing the streamlining of appropriate, innovative solutions.
Support based on EU funds should now be aimed at the targeted areas. The Structural Funds should be used more actively and more in keeping with the situation. Member States should focus their attention on enabling the beneficiaries to control the funds. I rather hope that the Commission will simplify the procedures for the Structural Funds, which must not be done at the expense of controlling the distribution and spending of the funds. I believe that the report on the Cohesion Policy and investment in the real economy will provide ideas for dealing with the crisis and will be useful for subsequent measures aimed at stimulating economy activity which we are expecting from the European Union summit.
