"Member States need to promote those quality assurance systems which are already well known to European consumers. These systems should not be made uniform or merged into one. In order to ensure minimum standards for quality certification in the Community, they must be assessed and recognised on a European scale. Therefore, the Commission must have an office which would be responsible for approving and allowing the use of these systems on a European scale and which would ensure uniform and effective control at European and national levels."@en1
