"Mr President, ladies and gentlemen, when we draw up a policy for the neighbouring states of the European Union, we must not ignore the democratic deficit in these countries. It is a democratic deficit that stems from their history. Well, in order to establish a democratic society, we need all the citizens of these countries to have an awareness of democracy.
The report discusses – and, moreover, rightly so – people-to-people contacts, and I would ask you what better way of establishing these people-to-people contacts is there than by allowing the citizens of these countries to travel freely to the European Union?
I therefore call on the Council to allow the citizens of the Republic of Moldova which, by the way, is the only country to share an official language of the European Union, to travel within the European Union without a visa. Of course, pending such a measure, I would ask the Commission to do everything necessary to get the ‘common visa centre’ in Chişinău, up and running. We must set a real example."@en1
