lpv:spoken text	"− The European Parliamentary Labour Party abstained on this report not because we are opposed to enhancing the role of European SMEs in international trade, but because Mrs Muscardini has produced a Trojan horse that contains within it unacceptable positions on Trade Defence Instruments. We are disappointed that the Commission has shelved the review because of difficulties in securing a consensus on the way forward. Our view remains that there is an urgent need to amend the Community’s trade defence regime so that it takes better account of developments in the global economy. Lack of reform means that our industry is badly placed to take advantage of the benefits of globalisation. While we welcome the Czech Presidency’s inclusion in the work programme of improving the transparency of Trade Defence Instruments, this is not enough."@en1
